Most scenarios like this one can be resolved by utilizing a VPN when initiating the download.
Level 3 ISP Node – According to some affected users, this particular issue can also be caused by an ISP (Internet Service Provider) that uses a Level 3 Node that inhibits the connection with the download server. Moving away from IPv6 is not ideal, but it’s a fix that a lot of affected users have confirmed. To avoid this issue, make sure that delivery optimization is enabled before launching the game once again. Delivery optimization is disabled – You can also expect to deal with this issue in a situation where the delivery optimization feature is disabled for your Xbox App. In this case, perform a wsreset procedure from an elevated Windows Terminal to fix the problem entirely. Corrupted files inside Windows Store cache – Another scenario where you can expect to see this issue is an instance where the cache accumulated by Windows Store actually contains corrupted instances that affect new download jobs.
